La structure est gérée par la Fondation de l'Armée du Salut qui a trois principales missions envers les personnes en situation de précarité : secourir, accompagner et reconstruire.

La structure dispose de 83 places, dont 19 en logement et 19 en stabilisation. Elle accueille des personnes placées sous surveillance électronique. Il y a également 24 places disponibles à l'extérieur du Centre d'hébergement et de réinsertion sociale, dans des appartements diffus en ville.
L'hébergement se fait dans 52 chambres (simples ou doubles) équipées de sanitaires, il y a aussi une restauration collective pour les personnes hébergées en hôtel.
